Official E-Bike Road Rules Philippines
This page turns official and public road-rule references into a practical buyer checklist. It is not legal advice. Use it to know what to verify before riding an e-bike, electric scooter, electric motorcycle-style model or e-trike on public roads.
Current LTO rules (October 2026)
In October 2024, following a DOTr instruction, LTO announced a temporary suspension of the registration and driver's license requirements for light electric vehicles (LEVs) such as e-bikes and e-trikes, until new guidelines are issued. The national rules are being revised: since late 2025 LTO has said it supports registering LEVs again, and in May 2026 joint guidelines on registration and driver licensing were still being finalized. Units used for hire must be registered.
Some cities have their own rules. For example, Naga City Ordinance No. 2025-128 (December 2025) requires e-bike and e-trike drivers to hold an LTO driver's license (official copy, PDF).
From 2 January 2026, LTO has enforced a ban on light electric vehicles on EDSA, C-5, Roxas Boulevard and the Quirino Avenue–Magallanes segment of SLEX; riders may be fined or have the vehicle impounded, and reports differ on whether 2-wheel e-bikes are covered. In May 2026, LTO said there is no blanket ban on city and municipal roads.

Start with the exact vehicle
Rules can depend on whether the unit is treated as an e-bike, light electric vehicle, electric motorcycle, e-trike or another vehicle class. Ask the branch for the model's motor, speed, wheel count and intended use, then verify the current official rule.
Check the actual route
A buyer in Cavite, Las Piñas, Parañaque, Muntinlupa or Manila should check the route, road type, city guidance, helmet expectation, registration question and whether local restrictions apply before riding.
Do not use one old answer for every model
LTO, DOTr, MMDA and local guidance can change, and the rules depend on the vehicle class and the road. The current rules are summarized at the top of this page.
