E-Bike Main Road Rules Philippines
Many buyers search whether an e-bike can use the main road. The safe answer is to check the exact vehicle class, local rules, and route before riding, because rules and enforcement can change.
Current LTO rules (October 2026)
In October 2024, following a DOTr instruction, LTO announced a temporary suspension of the registration and driver's license requirements for light electric vehicles (LEVs) such as e-bikes and e-trikes, until new guidelines are issued. The national rules are being revised: since late 2025 LTO has said it supports registering LEVs again, and in May 2026 joint guidelines on registration and driver licensing were still being finalized. Units used for hire must be registered.
Some cities have their own rules. For example, Naga City Ordinance No. 2025-128 (December 2025) requires e-bike and e-trike drivers to hold an LTO driver's license (official copy, PDF).
From 2 January 2026, LTO has enforced a ban on light electric vehicles on EDSA, C-5, Roxas Boulevard and the Quirino Avenue–Magallanes segment of SLEX; riders may be fined or have the vehicle impounded, and reports differ on whether 2-wheel e-bikes are covered. In May 2026, LTO said there is no blanket ban on city and municipal roads.

Do not use one answer for every unit
An e-bike, electric scooter, light electric vehicle, and e-trike can fall under different rules depending on specifications and use. Ask what category your exact unit belongs to.
Check the actual route
A vehicle may be allowed on some local roads but not on selected major roads, national roads, or areas with city-specific restrictions. Your route matters as much as the model.
What to ask before buying
Ask the branch about vehicle category, speed, motor, intended use, helmet guidance, registration or license concerns, and whether the model fits your planned route.
